only mobile App based?

While this is a hackathon for mobile apps, is it okay if its web based?
For example, lets say that there are two kinds of users, consumers and producers, producers need to use the website to facilitate advertising their goods.
But the goods can be approached through a mobile app.

Is this kind of app also okay? Or must it all be MOBILE APP based?

    The rules include Mac app store but not web:
    "Platforms: A submitted Project must run on either iOS, macOS or Android. "

    The mobile app is what we're judging, and the mobile app must be using RevenueCat for some kind of purchase, however having a web component as well is definitely ok. You could even talk about this for the HAMM (Help Developer Make Money) Award to showcase how you've monetized your app in a novel way.
