Is it mandatory to upload app to Play Store? Any other alternative way?

Hey! I know its important to upload the app to play store for being eligible but for now its been quite less time to create dev account, submit & get reviewed by google play. Also this contest doesn't want any payment to participate but getting an account itself needs payments so is there any alternative way to submit the app with proper eligibility? Do something, its important!

    Yeah i know about it but still the problem is not about money its about time. I will develop android app and publishing it to play store will still take time and 14 beat testers too.
